Paradoks Kesiapan Kerja dalam Konteks Keterlibatan dan Komitmen Pegawai

Abstract

Kesiapan kerja (job readiness) semakin menjadi isu strategis dalam pengelolaan sumber daya manusia, khususnya di organisasi sektor publik yang menghadapi dinamika perubahan kebijakan dan tuntutan kinerja yang tinggi. Penelitian ini bertujuan untuk mengkaji dan menjelaskan paradoks kesiapan kerja, yaitu kondisi ketika keterlibatan dan komitmen pegawai berada pada tingkat tinggi, namun tidak berbanding lurus dengan kesiapan kerja yang dirasakan. Penelitian ini menggunakan pendekatan tinjauan literatur kritis yang diperkuat dengan analisis data sekunder dari Survei Opini Pegawai BPJS Kesehatan tahun 2024 sebagai konteks empiris. Hasil sintesis menunjukkan bahwa meskipun tingkat keterlibatan, kepuasan, dan komitmen pegawai berada pada kategori sangat tinggi, Indeks Kesiapan Kerja justru berada pada tingkat yang memerlukan perhatian. Analisis lebih lanjut mengungkap bahwa aspek psikologis-adaptif, khususnya persepsi diri (self-view) dan fleksibilitas, menjadi faktor utama yang melemahkan kesiapan kerja. Temuan ini menegaskan bahwa kesiapan kerja merupakan konstruk yang berdiri sendiri dan tidak dapat diasumsikan sebagai konsekuensi otomatis dari keterlibatan dan komitmen pegawai. Penelitian ini berkontribusi pada pengembangan literatur manajemen sumber daya manusia dengan memperkenalkan konsep paradoks kesiapan kerja sebagai kerangka analitis untuk memahami ketidaksinkronan antara sikap kerja afektif dan kesiapan adaptif pegawai. Secara praktis, hasil penelitian ini menekankan pentingnya strategi pengelolaan sumber daya manusia yang tidak hanya berfokus pada peningkatan keterlibatan dan loyalitas, tetapi juga pada penguatan kesiapan psikologis dan kompetensial pegawai.
