Transformasi SDM Surveyor Marine Independen: Kajian Kritis Terhadap Kompetensi, Profesionalisme, dan Tuntutan Layanan

Abstract

Abstrak

Perkembangan digitalisasi dan regulasi di sektor maritim menuntut peningkatan kompetensi Independent Marine Surveyor (IMS). Penelitian ini menganalisis perubahan sumber daya manusia (SDM) IMS di Perusahaan X, khususnya pada aspek kompetensi, profesionalisme, dan kebutuhan layanan. Metode yang digunakan adalah deskriptif kualitatif melalui wawancara semi-terstruktur dengan tiga informan, yaitu seorang IMS senior, broker asuransi marine joint venture, dan marine underwriter asuransi. Hasil penelitian menunjukkan adanya kesenjangan kemampuan digital antara surveyor senior dan junior. Selain itu, standar STCW 2010 Amandemen Manila belum sepenuhnya menjawab kebutuhan kompetensi IMS, sementara tuntutan pemangku kepentingan terhadap isi laporan menjadi tantangan yang umum dihadapi. Penelitian ini juga menemukan strategi 3D (Data, Diplomasi, dan Dokumen) yang digunakan surveyor untuk menjaga objektivitas dan independensi laporan. Kesimpulannya, transformasi SDM IMS perlu mengintegrasikan kompetensi teknis dan digital dengan profesionalisme etis. Oleh karena itu, Perusahaan X disarankan mengembangkan pelatihan terpadu, program mentoring dua arah, serta pelatihan diplomasi profesional guna menjaga kualitas laporan survei yang cepat, akurat, dan dapat dipercaya.
